Purpose:

To state the intentions of the institute, objectives, organizational roles and responsibilities and arrangements in regard to Health and Safety

Scope:

The policy applies to all the business of the institution.

Responsibilities:

As defined in the policy

1. General Intent

LCPS, in accordance with the Health and Safety at Work Act 1974, the management of Health and Safety at Work Regulations 1999 and other relevant related legislation acknowledges its responsibility to provide, and maintain as far as reasonably practical, a working environment which is conductive to the health and safety and welfare of its employees, learners and anyone else who may be affected by its undertaking.

2. Objectives

  • To form a positive health and safety culture within all institute business undertakings.
  • To be proactive by strategies of management to prevent injury or decay of health because of the business of the institute.
  • To introduce control measures to minimize or eliminate risks to health.
  • To ensure a healthy and safe working environment.
  • To comply with legislation.
  • To provide arrangements for safety of persons in situations of imminent danger and provide First Aid arrangements.
  • To involve and consult staff on health and safety matters.
  • Where health is affected, to provide prompt corrective measures to remedy and control re-occurrences.
  • To inform, train, and educate staff in health and safety matters.
  • To maximize the opportunity of education to instil an understanding of risk management and awareness of health and safety issues into learners for benefit of present and future working lives.

3. Organisation and Responsibilities

LCPS Senior Management:

  • Responsible for Health and Safety
  • Approve and monitor effectiveness of the health and safety policy.
  • Provide insurance arrangements, financial and remedial actions or compensating claims, in event of an accident.

LCPS Principal:

  • Chairman of the Health and Safety committee:
  • Looks after student after students/staff safety and welfare and makes sure they are provided them with information, instruction and supervision.
  • Planning and co-ordination of the institute’s security
  • Cleanliness of the institute
  • Waste management
  • Oversee a system for risk management as applied to Health and Safety of all people affected by the business of the institute
  • Ensures you have a safe working environment.
  • Report to the Senior Management, matters of Health and Safety and the effectiveness of the system of Health and Safety management
  • Define the responsibilities of staff for the system of management
  • Ensure allocation of resources for the measures necessary to control risk
  • Ensure availability of designated staff to be responsible for decisions and co-ordination in terms of emergency.

Senior Administration Manager:

  • Provision of job descriptions which define Health and Safety responsibilities
  • Provision of Health and Safety training and monitoring of its effectiveness
  • Monitoring of absences from work resulting from work related health issues
  • Overseeing a development of H & S within the programs to ensure an instilling of safe practice amongst the learning community of the institute
  • Ensuring a safe environment as applicable to the institute buildings, grounds, building services, equipment, furniture and fittings and the monitoring of any delegated responsibilities for the same
  • Ensuring effective fire safety systems
  • The control of all maintenance work, employees and contractors to ensure the health and safety of themselves, and others

Health and safety officer:

  • Advising at all levels in all matters of risk management as applicable to health and safety.
  • Organizing First Aid provision
  • Devising emergency procedures, and training, informing and testing
  • Coordinating training for Health and Safety, in conjunction with the director of studies
  • Monitoring of the effectiveness of systems of Health and Safety management and reporting to the director of studies

LCPS HEALTH AND SAFETY OFFICER:

LCPS’s Health and Safety Officer Syed Bukhari/Principal. You can communicate your concerns to the Health and Safety Officer through one to one talks, email, over the phone and through the suggestion box provided on the premises.

Investigating accidents:

  • Central coordinating and reviewing of risk assessment activity and consideration of incident data
  • Preparing reports and communicating with the institute staff regarding Health and Safety matters
  • Leading the review and development of the Health and Safety Policy
  • Providing information to Health and Safety Executive as required by legislation (RIDDOR)

All employees:

  • Carrying out their work in accordance with safety procedures, thereby ensuring the safety of themselves, other employees, learners and other people
  • Reporting accidents, those which cause injury and those with the potential to do so, as soon as practical and in accordance with the Accident investigation procedure (all accidents involving injury should be recorded on an approved Accident Recording Form)
  • Reporting significant changes to their health, including diseases and pregnancy, in writing to the administration manager
  • As an employee they have the right to work without bullying, violence, racial or sexual harassment, If any matters which are of Health and Safety concern they should report to managers.

4. Arrangements

A positive Health and Safety culture may be described as consistent beliefs and attitudes supported by a system of management which produce safe behaviour, and that which does not cause a deterioration of health due to work. This is achieved through a comprehensive and thorough system of management, and understanding through training, instruction and involvement.

LCPS has adopted the Health and Safety Executive model of ‘Successful health and Safety Management’ for the management of H & S.

A healthy and safe working environment is achieved through:

Preventive maintenance

  • Proper use of display screen equipment
  • Work surface should be kept clear of clutter
  • Chairs are adjustable so please make sure you sit comfortably, If you can’t adjust your chairs or if it is broken you will need to report it
  • We advice all our staff/student to not sit in the same position for long periods.
  • Computers are one of the main resources which both staff and students use, so make sure:
  • The position of the monitor is positioned in a suitable way to minimise glare and reflections on the screen. Suitable lighting is important: as the glare can occur either directly or by reflection from the screen. Glare from windows can usually be eliminated by curtains or blinds, or by facing the screen in a different direction. It might be a good idea to make adjustments from time to time during the day, as light changes. You should have general lighting, by artificial or natural light or both, that illuminates the whole room adequately.
  • The screen, keyboard, mouse and the documents you are working from, should be adjusted so that you can achieve the most comfortable arrangement.
  • There should be enough space for the mouse to move easily, rest your wrists in front of the keyboard when not typing. Don’t lean forward too much or extend arm out too much when using the mouse or keyboard.
  • Adjust the position of your chair to give you a comfortable viewing distance and posture. The screen should be somewhere between eighteen and thirty inches away from you, the monitor should be at your eye level. This will help prevent strain on your eyes, shoulders, arms and back.
  • Take frequent breaks so that you are not sitting for extended hours in front of the Computer.
  • Temperatures in the workplace much be reasonable (16’c Min)
  • We make sure the lighting is good enough for you to work properly. Emergency lighting is installed throughout the campus
  • We make sure all the work areas are tidy, boxes and other materials are stored away safely.
  • Carbon monoxide detectors are installed throughout the campus
  • All cars should be parked appropriately as ample parking space is available

Cleanliness and good management of areas

  • Toilets are clean and well maintained
  • All floors and corridors are cleaned at least once a week
  • If any spillage is spotted we make sure it is cleaned up immediately so it does not cause any hazard.

Security personnel and systems

  • We ensure that all staff/students get in and out of the workplace safely
  • There are security cameras and locked entry systems all across the college.

Fire safety systems

  • There are smoke detectors throughout the floors
  • Fire exits and fire escape routes are appropriately labeled and fire emergency plans are displayed in all the rooms
  • Fire extinguishers and fire alarms are kept in good condition and are properly placed

Arrangements to protect against harm for situations of imminent danger set by procedures defined by the Health and Safety officer. They can be found in the Policy Manual and include:

  • Procedures in the case of fire;
  • Procedures for first aid;

Remedial corrective measures when accidents occur are carried out as a result of:

  • Accident report forms;
  • Accident investigation procedures;

Staff is informed, trained and educated in Health and Safety matters by:

  • Health & Safety training given to staff and students in the College
  • Needs analysis procedures;
  • Internal training schemes to share and cascade knowledge and training;
  • Notice boards for Health and Safety information;
  • Signage throughout the institute on emergency procedures;
  • Staff and Students Induction / Policy Manual of the College

THE DUTIES OF STUDENTS & STAFF

  • Students and staff should take reasonable care of their own health and safety and other persons who may be affected by their acts or omissions.
  • Co-operate with the college as far as is necessary regards any duty or requirements imposed on the college under any of the relevant statutory provisions, co-operate with staff as far as necessary to enable that duty or requirement to be performed or complied with.
  • Not intentionally or recklessly interfere with or misuse anything provided in the interests of health, safety or welfare.
  • All students and staff are expected to familiarise themselves with the health and safety aspects related to the College premises and to avoid conduct which would put them or anyone else at risk.

All accidents or incidents must be reported to the Health & Safety Officer. The accident must be logged in the accident book and the appropriate action taken under the current RIDDOR Regulations. All serious accidents and incidents will be investigated and action taken to prevent any further occurrence

INFORMATION INSTRUCTION AND TRAINING

  • All college employees will receive information, instruction and training to help them carry out their work within all areas of relevant health and safety law, all such training shall be recorded.
  • All staff and students shall receive induction training. Any such training will cover health and safety law and shall be recorded. Staff and students will be offered one day Health & Safety training, certified by British Safety Council.

RISK ASSESSMENT

  • The Principal will ensure that all activities, processes, substances, work places and methods of work of all college-sponsored activities are risk assessed under the direction of the staff as identified within this policy.
  • A health and safety inspection of the premises will be conducted annually (or more frequently, if necessary). This survey will identify all defects and deficiencies, together with the necessary remedial action or risk control measures. The results of all such surveys will be reported to the governing body.

EQUAL OPPORTUNITIES

  • The Principal and the Admin team will ensure that people (staff, students and visitors) with disabilities are not disadvantaged by their disability.
  • Auxiliary aids and services will be provided as far as possible. Reasonable adjustments will be made to support learners with disabilities or special needs.
  • Timetables will be adjusted to take into account the physical features of the premises.
  • This policy has been framed in compliance with the college’s Equality and Diversity Policy.

STRESS

  • The Principal or member of Admin Team will, for any member of staff who has suffered a stress related illness, do specific risk assessments in order to identify and reduce the causes, as far as is reasonably practicable.
  • The college will ensure that these risk assessments:
  1. Identify training and support required in stress awareness, communication, time management, handling difficult situations as part of a common response to workplace stress.
  2. Treat members of staff with stress in the same way as it would treat employees with any other occupationally induced health problem.
  3. Provide support for members of staff suffering stress or stress-related illness.

HOUSE-KEEPING

  • The College attaches importance to the need for good house-keeping practices. It is policy to ensure that floors are kept free of anything that may cause slipping or tripping and that no waste materials which could cause injury if trodden on are allowed to remain where they fall. Items stored on shelves will be stored in such a way as to ensure that they do not cause injury to anyone working in the vicinity or to anyone passing by. Rubbish will not be allowed to accumulate in any working area and passageways will be kept clear at all times.

5. Safety Signs

LCPS make sure that both staff and the students are aware of the following safety signs.

  • Prohibition Signs – These signs are used to stop you doing something likely to cause or increase danger. They are round, with a red border and a diagonal red strip.
